As used in this chapter, "political activity" means an activity that is performed with the intent to influence:

1. (1) a state or local governmental entity, agency, or public official in Indiana; or

2. (2) the general public in Indiana;

   concerning the formulation, adoption, or modification of the laws or policies of the state, or the election or opposition to the election of a candidate for state or local office.
