CHILD SUPPORT ENFORCEMENT DIVISION CHAPTER 6 FEDERAL OFFSET PROGRAM
(a) CSED will notify noncustodial parents via first class mail, at last known address, of intention to certify the noncustodial parent to the federal offset program for purposes of offsetting their federal funds. Lack of actual notice to the noncustodial parent will not result in decertification from the offset list.
(b) Noncustodial parents who wish to contest certification shall contact their local district enforcement office for a review.
(c) If review changes the amount certified, CSED will notify the federal Office of Child Support Enforcement as appropriate.
(d) Noncustodial parents may request administrative review in Wyoming or in a state where the order was entered.
(e) A collection received by CSED as a result of refund shall be distributed according to federal regulations.
(f) If the Secretary of the Treasury, through OCSE, notifies CSED an offset is being made to satisfy Non-PA past-due support from a refund based on a joint return, CSED may delay distribution of the collected amount for a period of six (6) months.
(g) Obligees who receive IRS intercept payments which are retrospectively adjusted by the Secretary of the Treasury must reimburse such payments to the CSED.
