(a) Except as provided by subsection (b) of this section, a certificate of registration shall expire on the last day of the 12th month following the month of issuance indicated on the certificate.
(b) A certificate of registration issued by the department may be extended for a period of up to 11 months if the department determines the extension is necessary to evenly allocate expiration dates.
