1. (a) The chairman of the board shall appoint committees from the board's membership as he deems appropriate to conduct the business of the Coordinating Board and shall designate the chairman and vice chairman of each committee.
2. (b) Committee meetings shall be held on the day before each coordinating board meeting to consider such agenda items as may be designated by the chairman of the board and the commissioner, but special meetings of a committee may be called by its chairman. Each committee meeting shall be conducted by the designated committee chairman, but each member of the board may participate in all committee meetings and may vote on any committee actions.
3. (c) Committees will adopt recommendations on the agenda items for consideration by the Coordinating Board the following day. In the event a decision cannot be reached by a committee on any agenda item, the Coordinating Board will consider that agenda item without a recommendation from the committee.
