1. (a) After a grant has been awarded and if there are no outstanding special conditions or other deficiencies, the Commission may disburse funds to the grantee. Funds will be disbursed to the grantee quarterly unless specific permission for an alternative disbursement schedule is granted in writing from the executive director.
2. (b) Disbursement of funds is always subject to the availability of funds.
3. (c) Discretionary grant funds will be paid on a reimbursement basis only after the expenditure report has been submitted. Funds must be expended, not merely obligated, before being included in the grant program expenditure report. Requests for exceptions to this section must be in writing and signed by the authorized official and may be approved by the Commission for good cause.
