1. (a) After a grant has been awarded and if there are no outstanding special conditions or other deficiencies, the Commission may forward funds to the grantee. Funds will be disbursed to the grantee no more often than quarterly unless specific permission is granted in writing from the executive director.
2. (b) Disbursement of funds is always subject to the availability of funds.
3. (c) Discretionary grant funds will be paid only after the expenditure report has been submitted. Funds must be expended, not obligated, before being included in the funding expenditure report.
