In accordance with §172.126(a) of the Texas Election Code, the county clerk or elections administrator shall supervise the overall conduct of the joint primary elections. The county clerk is responsible for appointing the election judges and clerks, for determining ballot format and voting system for each precinct, and for procurement of election equipment and supplies.
