"Standard user" or "user"

As used in this chapter, "standard user" or "user" refers to:

  1. (1) a communications service user who pays retrospectively for the service and has an Indiana billing address for the service; and
  2. (2) in the case of a nonmobile communications service user, an exchange access facility used in Indiana.
