The validity of the authorization and issuance of the bonds, notes, or other evidences of indebtedness is not dependent on or affected in any way by the following:

1. (1) Proceedings taken for the improvement for which the bonds, notes, or other evidences of indebtedness are to be issued.

2. (2) Contracts made in connection with the improvement.
