The bonds, notes, or other evidences of indebtedness payable from revenues:

1. (1) shall, except as provided in subdivision (4), be sold at public sale as provided by general statutes concerning the sale of bonds;
2. (2) may be sold at different times or an entire issue or series may be sold at one (1) time;

3. (3) may be sold:

   1. (A) in part; or
   2. (B) in part in installments at different times or at one (1) time; and

4. (4) may be sold or issued to the United States or the state without a public offering.
