The county executive shall:

1. (1) provide a fund necessary for the:

   1. (A) management;
   2. (B) maintenance;
   3. (C) repair; and

   4. (D) improvement;

      of any county world war memorial;

2. (2) pay its part of the cost of:

   1. (A) management;
   2. (B) maintenance;
   3. (C) repair; and

   4. (D) improvement;

      of any joint county and city world war memorial, as determined by contract; and

3. (3) raise money for the fund by taxation in the manner provided by law for all other county expenses.
