Chapter 14: Certificates of Veterinary Health Inspection

(a) Pursuant to the authority vested in the Wyoming Livestock Board by virtue of W.S. §11-18-103 (a) (v) the following rules are hereby promulgated.
(a) To insure that the health status of animals involved in intrastate and interstate movement is documented and forwarded on to the state or nation of destination in a timely fashion which affords maximum protection against disease transmission, these rules are adopted to establish guidelines for the issuance and submission of Certificates of Veterinary Health Inspections.
(a) The following definitions are applicable for these rules:
“Accredited Veterinarian” means an individual who is licensed to practice veterinary medicine in Wyoming and is accredited by the United States Department of Agriculture, Animal Plant Health Inspection Service.
“Board” means the Wyoming Livestock Board, state Board (051) whose current address is 2020 Carey Avenue, 4th floor, Cheyenne WY 82001-0051, (307) 777-7515.
(iii) “Certificate of Veterinary Health Inspection” means a four part, sequentially numbered document created by the Board and issued in books of twenty five (25) to Accredited Veterinarians for the purpose of documenting an animal’s health status. A Certificate of Veterinary Health Inspection is valid for thirty (30) days after issuance.
“CFR” means the Code of Federal Regulations; 9 CFR §160.1, 161.1, 161.2, 161.3, 161.4, 162.1, 162.10, 162.11, 162.12, 162.13, (1-1-97 Edition); Pages 789-796.
“USDA/APHIS/AVIC” means the United States Department of Agriculture, Animal Plant Health Inspection Service, Area Veterinarian in Charge.
(a) Penalties for a violation of these rules will be pursuant to those described in the CFR and other applicable state or federal law.
(b) The Board may deny requests by Accredited Veterinarians for Certificates of Veterinary Health Inspection forms for a violation of any portion of these rules.
(a) The Code of Federal Regulations (CFR), 9 CFR §160.1, 161.1, 161.2, 161.3, 161.4, 162.1, 162.10, 162.11, 162.12, 162.13, (1-1-97 Edition); Pages 789-796, shall be adopted by the Wyoming Livestock Board in so far as those procedures are not inconsistent with the rules, regulations and laws of the State of Wyoming. This document is available to the public at the office of the Board.
(a) Certificates of Veterinary Health Inspection are created and issued by the Board. Only forms which are approved by the Board, may be used to document animal health status in Wyoming.
(a) The Board retains ownership of all Certificates of Veterinary Health Inspection, in any form, and may ask for their return at any time.
(a) The same Certificate of Veterinary Health Inspection form is used in Wyoming for intrastate and interstate movements of animals or whenever the health status of a Wyoming animal needs to be documented.
(a) Once a Certificate of Veterinary Health Inspection is issued, the white and yellow copies must be sent to the Board, the pink copy must accompany the shipment of livestock and the green copy is to remain in the book. In instances of a voided Certificate of Veterinary Health Inspection, the white, yellow and pink copies must be sent to the Board.
(b) All necessary copies of a Certificate of Veterinary Health Inspection must be submitted to the Board within fourteen (14) calendar days of issuance.
(c) Notwithstanding Section 9 (b), one (1) copy may be submitted to the Board by facsimile within three (3) days of issuance. The physical copies of the Certificate of Veterinary Health Inspection must then be sent to the Board quarterly.
(a) All applicable sections of the Certificates of Veterinary Health Inspection will be filled out in a legible fashion and all necessary information will be included, especially complete names and addresses of all parties involved.
(a) All Certificates of Veterinary Health Inspection will clearly provide a specific destination for the animals described on the certificate and the issuing veterinarian will insure that the import regulations of the state of destination have been complied with to the best of the Accredited Veterinarian’s ability.
(a) A Certificate of Veterinary Health Inspection will not be issued unless the Accredited Veterinarian has personally inspected the animals on the ground.
