Chapter 2: Building Construction Plan Review

Section 1. Submission of Plans and Specifications.
(a) To obtain a plan review the applicant shall submit four (4) complete sets of plans and four (4) complete sets of specifications to the State Fire Marshal for preliminary review with the applicable plan review fee.
Sufficient postage to provide for the return of one set of plans and specifications shall be included and attached to a label bearing the return address of the applicant.
(b) When plans and specifications are submitted to the State Fire Marshal for review they shall be examined to determine that they are drawn to scale on substantial paper and shall be of sufficient clarity to indicate the nature and extent of the work proposed and show in detail that it will conform to the provisions of the statutes and the rules and regulations of the Department.
(c) Plans purporting to have been prepared by an individual or firm practicing architecture or engineering shall include the name and Wyoming license number of the responsible architect or engineer.
(d) The first sheet of the plans shall give the following information, or it shall be similarly outlined in the attached correspondence:

(e) Plans shall include a plot plan showing the location of the building(s) and of every existing building on the property, right-of-way width, and the building address. Plot plans shall indicate detailed location of fire hydrants. In lieu of detailed specifications, the State Fire Marshal may approve references on the plans to a specific section of the rules and regulations or other standards or laws.
(f) Such other data, as is necessary to show the correctness of the plans, shall be submitted when required by the State Fire Marshal.
(g) Electrical: Sufficient information on the plans and in the specifications shall include one line diagrams showing feeders, service and panels, panel schedules, location of all electrical equipment, devices, classification on hazardous areas, emergency systems, and short circuit current available at the supply terminals at the service equipment.
Section 2. Review.
(a) Preliminary code research information sessions may be offered to the public, providing time and staff is available.
(b) When the State Fire Marshal determines the review submittal contains sufficient information for a comprehensive plan review, the plans and specifications shall be stamped and dated as "RECEIVED, ACCEPTABLE FOR REVIEW".
(c) If it is determined that the review submittal contains insufficient information for a review, the applicant will be advised in writing of the necessary additional information and the plans and specifications will be held until the information is received by the State Fire Marshal. If the additional information requested by the
State Fire Marshal is not received within twenty-one (21) working days from the date of the request the plans and specifications will be stamped 'NOT APPROVED, INSUFFICIENT INFORMATION' and returned to the applicant. Upon timely receipt of the requested information the plans and specifications will be stamped and dated as 'RECEIVED, ACCEPTABLE FOR REVIEW'.
(d) After having been stamped as 'RECEIVED, ACCEPTABLE FOR REVIEW', the plans and specifications shall be assigned to a plans analyst for the review.
(e) The General Plan Review Correction List shall be mailed back to the submitter with the drawings having the corresponding correction items marked on the plans. The identified items shall be corrected and three new sets of drawings and/or specifications shall be resubmitted to the Fire Marshal's Office within ten (10) days from receipt of the General Plan Correction List for final review.
(f) If the applicant does not agree to correct the deficiencies he shall submit to the State Fire Marshal his reason for objection by mail or in person. It shall be the right of the applicant to appeal the decision of the State Fire Marshal through the provisions of W.S. 35- 9-106(c) and in conformance with Chapter VIII of these rules and regulations.
(g) When the State Fire Marshal issues final acceptance, he shall stamp the plans and the specifications ACCEPTED FOR CONSTRUCTION. The accepted plans and specifications shall not be changed, modified, or altered without authorization of the State Fire Marshal relative to fire safety and energy efficiency consideration, and all work shall be done in accordance with the accepted plans.
(h) Three sets of accepted plans and specifications shall be retained by the State Fire Marshal. One set of plans shall be returned to the applicant and kept on the site of the building or work at all times during which the work authorized thereby is in progress. The general plan correction list shall be attached to the applicant's plans and shall remain as a part of the plans.
(i) Stamped plans and specifications marked 'ACCEPTED FOR CONSTRUCTION' is not authorization, allowance or approval of the violation of any applicable code, law, or regulation.
(j) After acceptance by the State Fire Marshal construction shall commence within 180 days. The acceptance shall expire if the building or work authorized by the acceptance is suspended or abandoned for a period of 180 days. Before work can be recommenced, new acceptance shall be obtained.
(k) The State Fire Marshal may, in writing, suspend or revoke acceptance issued under the provisions of the rules and regulations whenever the acceptance is issued in error or on the basis of incomplete or incorrect information.
