Section 1. Display of Rules and Notices. Every salon and school shall post a copy of the sanitation rules in a conspicuous location in the place of business. The most recent inspection notice shall be posted with the rules.
Section 2. Display of Licenses. Licenses must be displayed either at work stations or in the patron waiting area.
Section 3. Inspections. All salons and schools shall be open to inspection any time during normal business hours to authorized representatives of the Board.
(a) The use of a salon or school as living or sleeping quarters is prohibited.
(b) When a salon or school occupies the same building as another business or residence, the salon or school shall be separated from the other areas by walls or partitions no less than six feet high.
(c) Access to a salon or school shall be by means of an outside or separate entrance or from a passageway in a public building. All doors to a salon or school from adjacent areas used for other purposes shall be closed.
(d) Every salon and school shall provide and maintain toilet and hand washing facilities for employees, students and patrons. Restroom facilities shall be convenient and accessible and persons shall not pa@s through living quarters, another business or outside in order to avail themselves the use of the restroom facilities. All existing salons and schools shall comply with this regulation upon sale or relocation.
(e) All salons and schools shall be adequately heated, lighted and ventilated.
(f) Walls and ceilings shall be kept clean, painted or otherwise in good repair. Floors shall be of such construction as to be easily cleaned and shall be smooth, washable and in good repair. Acceptable flooring will be tile, vinyl or other smooth surfaced material. Carpeting shall not be permitted in work areas, but may be permitted in reception or drying areas if approved by the Board.
(a) Restroom facilities Shall be adequately supplied with disposable hand towels and liquid or powder soap.
(b) All licensees shall wash their hands thoroughly with soap and water after using restroom facilities and before rendering cosmetological services to any and each patron.
(c) All establishments shall have an adequate supply of potable hot and cold water under pressure. The water supply shall comply with the requirements of the federal Safe Drinking Water Act, the safe drinking water amendments of 1977, 42 U.S.C. §300g et seq. and the regulations adopted thereunder.
(d) All refuse shall be deposited in suitable receptacles, provided with lids. Lids shall be kept in place at all times. All refuse shall be disposed of in a manner so as not to be unsightly or offensive, or a menace to health. Haircuttings shall be swept up and properly disposed of after each haircut.
(e) No dogs, cats, birds or animals of any kind shall be allowed on premises designated as a salon or school. Seeing eye, guide, or It therapy dogs for impaired persons are permitted.
(f) All combs and brushes, including those used for air/blow drying, shall be sanitized after each use, and sanitized combs and brushes of all types shall be provided for each patron. Procedure: Remove hair from implements, wash with soap and water, rinse, immerse in wet sanitizer for twenty (20) minutes, rinse, store in dry sanitizer. After each use combs and brushes shall be placed in a separate container maintained exclusively for soiled articles.
(g) All sanitized tools, instruments and towels shall be stored in closed, dry cabinets or containers (dry sanitizer) with an active fumigant, vapors or ultra-violet light.
(h) All preparations shall be stored, handled and applied in such a manner as to be protected from contamination. Creams shall be removed from containers with a clean spatula, powders shall be dispensed from shaker top containers and liquid preparations shall be dispensed from an atomizer or applicator bottle. Multiple use of puffs, sponges and makeup brushes is prohibited, and the-use of stypic pencils is prohibited.
(i) A wet sanitizer is a container large enough that all articles placed in it are completely immersed in the sanitizing solution. At least one such sanitizer shall be provided in all salons and schools. It shall be cleaned and the solution changed regularly. Acceptable sanitizing agents are: ten percent (10%) formalin, a 1:1000 solution of quaternary ammonium compounds (quats), or seventy percent (70%) alcohol. Questions concerning approved sanitizers and their effectiveness should be directed to: Division of Health and Medical Services, Department of Health and Social Services, Hathaway Building, Cheyenne, WY 82002.
(j) Metal instruments, implements and glass electrodes shall be sanitized with seventy percent grain or ethyl alcohol.
(k) A clean neck strip and/or towel shall be provided for each patron. Shampoo capes and comb out capes shall not come in direct contact with the skin of the patron.
(1) Manicure implements and table shall be sanitized after use for each patron. Seventy percent alcohol shall be present on table at all times during use. Table drawers and cabinets shall be kept clean and free of debris. Cotton shall be stored in covered container. All preparations shall be dispensed in accordance with subsection (h) of this section.
(m) Shampoo bowls shall be sanitized after each use with an approved sanitizer. Sanitizer must be kept on back bar in spray pump or applicator bottle.
(n) Coffee and other refreshments shall be served in single use containers only.
(o) No person infected by a disease in a communicable form, which can be transmitted in the course of his employment, shall work in a salon or school. Licensees shall not treat, or attempt to treat any disease of the skin. All licensees and students shall be neat and clean and wear washable attire.
