Section 1. Statement of Purpose. These rules and regulations are adopted to implement the Board's authority to establish the qualification and standards of education and performance required for licensure.
Section 2. License Required. No individual shall perform any act specifically authorized for a podiatrist nor function as a podiatrist nor represent himself/herself as a 'podiatrist', 'foot correctionist', 'foot expert', 'foot specialist', 'chiropodist' or any other term or designation indicating to the public that he/she is holding him/herself out as a podiatrist in any manner unless that individual holds a current license issued by the Board.
Section 3. Education Requirement. Every applicant for licensure must:
(a) Have successfully completed two (2) years in a recognized college of liberal arts or of the sciences,
(b) Be a graduate of a regularly established school of podiatry approved by the American Podiatric Medical Association (APMA) or the Council on Podiatric Education (COPE) and the Board.
(i) The school of podiatry must require as a prerequisite to graduation, completion of at least three thousand three hundred sixty (3,360) scholastic hours of classroom work.
(ii) The school of podiatry must require at least four (4) years of instruction in the study of podiatry.
Section 4. Residency Program. Every applicant for licensure who has been in practice for less than five (5) years must have successfully completed a one (1) year residency program approved by the Council of Podiatric Education.
Section 5. Examination Requirement. Every applicant for licensure must have successfully completed an examination which embraces the subjects of anatomy, histology, physiology, pathology, bacteriology, pharmacy, materia medica, chemistry, dermatology, neurology, podiatric medicine, surgery, podiatry, foot orthopedics, shoe therapy, physical medicine, roentgenology, hygiene and sanitation, ethics, cultural and such other subjects as shall be pertinent to podiatry, but said examination shall be so limited in its scope as to cover only the requirements for podiatric education as herein provided.
For the purposes of licensure the Board will require the following in fulfillment of the examination requirement:
(a) The Podiatric Medical Licensing Examination for States (PMLexis) with a passing grade based on the cut score for all three parts as established by the National Board of Podiatric Medical Examiners.
(b) The State of Wyoming, Board of Registration in Podiatry Examination with an average passing grade of seventy-five percent (75%) in all of the subjects involved and not less than sixty percent (60%) in any one (1) subject.
(i) Successful completion of the State exam is required for all applicants, regardless if applying for licensure by examination or reciprocity.
(ii) The Board shall administer the State exam no more than two (2) times per year at intervals of no less than six (6) months.
(A) Applicants failing the examination are entitled to re-examination within six (6) months.
(B) Only two (2) such re-examinations shall be granted to any one (1) applicant.
(C) Arrangements for re-examination shall be made upon payment of the re-examination fee.
(D) If the applicant fails to appear for a scheduled re-examination, the re-examination fee shall be forfeit. The Board may negate forfeiture of the re-examination fees for failure to appear upon application of applicant for good cause shown.
(iii) The Board may, at its discretion, require an applicant to complete a practical exam in addition to the written exam.
(c) The Board may waive the examination requirement for an applicant who is licensed in another jurisdiction whose standards for licensure or regulation are equivalent to or at least as stringent as requirements established by the Act, and who extend reciprocity to Wyoming licensed Podiatrists.
(i) The license held must be current and have been issued at least one (1) year prior to filing an application in Wyoming.
(ii) At the time of application in Wyoming, the license issued by another jurisdiction must not be suspended or revoked based on grounds which would be grounds for the refusal, suspension or revocation of a license to practice podiatry in Wyoming.
(iii) The applicant must have successfully completed that jurisdiction's examination in clinical podiatry.
(a) Every applicant for licensure shall not have been convicted of a felony or misdemeanor involving moral turpitude or controlled substances which may impair the applicant's ability to provide competent health care or which could pose a threat to the safety of the consumer public. A plea of nolo contendere shall create a rebuttable presumption of guilt to the underlying criminal charges.
(b) Every applicant for licensure must appear in person before the Board for an oral interview at one of its scheduled meetings.
(c) A temporary license will not be issued by the Board.
