This Rule applies to all persons engaged in the business of hauling bulk quantities of water for sale for human consumption.
Bulk water haulers shall be licensed according to chapter 2, section 2.
(a) All bulk water covered under the auspices of this Rule shall be subject to sufficient disinfectant treatment to bring such water into compliance with the microbiological quality standards of 21 CFR 165.110 Bottled Water. Such water shall be obtained from an approved water source.
(b) Bulk water to be hauled and sold shall not contact, at any time, any equipment, line, tank or vehicle used for processing, packaging, holding or hauling of any food or non-food product other than bulk water.
(c) All equipment having the possibility of coming in contact with the bulk water, including source fill-point equipment, containers, caps, processing equipment, tanks, dispensers, vehicles, hoses, valves, filters and fittings owned or used by any person engaged in hauling bulk water under the auspices of this Rule shall be washed, rinsed, sanitized and subsequently inspected, and replaced as often as necessary to effect and maintain the sanitary quality of such services using methods described in 21 CFR 129.80 Processes and controls.
(d) All water storage and product vehicle tanks shall be completely sealed at all times at all openings to prevent air and contaminant entry except through screened and filtered air vents capable of removing air-borne dust contamination. Such vents shall terminate downward and be covered with filter material capable of removing particulate material which exceeds 10 microns in diameter.
(e) During discharge, the backflow of water from receiving equipment must be prevented by suitable means.
(a) The name and address of the person or firm hauling bulk water shall appear on both sides of the tank, or on both of the truck cab doors if the bulk tank is not a separate unit, in letters of a minimum of four inches in height and must be fully visible and legible at all times.
(b) The words 'domestic water only' or 'potable water only' shall appear on both sides of the tank in letters of a minimum of four inches in height and on the rear of the tank in letters of a minimum of two inches in height and all must be fully visible and legible at all times.
