An applicant taking exception to the failure or refusal of the Securities Commissioner to register the applicant as a dealer or salesman under the Act, §15 or §18, or failure to register securities of the applicant under the Act, §7, may request a hearing pursuant to the Act, §24, by filing a written request with the Securities Commissioner. A party named in an ex parte order issued, or proposed to be issued, by the Securities Commissioner may request a hearing pursuant to the Act, §24, by filing a written request with the Securities Commissioner no later than the 30th day after the date on which the party is notified of such action or proposed action.
