The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Division director--the director of the department's Transportation Planning and Programming Division.
2. (2) FRA--The Federal Railroad Administration.

3. (3) Railroad--any form of nonhighway ground transportation that runs on rails or electromagnetic guideways.

   1. (A) Railroad includes:

      1. (i) commuter or other short-haul railroad passenger service in a metropolitan or suburban area; and
      2. (ii) high speed ground transportation systems that connect metropolitan areas, without regard to whether those systems use new technologies not associated with traditional railroads;
   2. (B) Railroad does not include rapid transit operations in an urban area that are not connected to the general railroad system of transportation.
