Transportation Code, §228.151, authorizes the Texas Department of Transportation to lease, sell, or transfer a toll project to certain entities if approved by the Texas Transportation Commission and the governor. Transportation Code, §228.202, authorizes the Texas Transportation Commission under certain circumstances to convert a non-toll segment of the state highway system to a Texas Department of Transportation toll project. This subchapter prescribes the policies and procedures governing commission approval of the lease, sale, or transfer of a toll project or the conversion of a non-toll segment of the state highway system to a toll project.
