The following words and terms, when used in the sections under this undesignated head, shall have the following meanings unless the context clearly indicates otherwise.

1. (1) Commission--The State Highway and Public Transportation Commission.
2. (2) Department--The State Department of Highways and Public Transportation.
3. (3) Deputy director--The deputy director, project development, for the State Department of Highways and Public Transportation or the deputy director's authorized representative.
4. (4) District--One of the 24 district offices of the department having the responsibility of administering in their area the leasing of right-of-way in accordance with the sections of this title.
5. (5) District engineer--The chief executive officer in charge of a district of the department.
6. (6) FHWA--The Federal Highway Administration.
7. (7) Person--An individual, corporation, organization, government, governmental subdivision or agency, or any other legal entity.
8. (8) State--The State of Texas.
