Within 15 days after initiation of negotiations on a highway project involving displacement of persons or personal property, public announcements through appropriate mass media will be made concerning relocation services to be provided, payments that can be made and where the state's explanatory relocation assistance program brochure and advisory assistance may be obtained. Except where only a small number of persons are to be displaced, the information may be given to each displaced person either by personal contact or registered mail.
