The department will establish a relocation advisory service office that is reasonably convenient to individuals affected by right-of-way acquisitions. Relocation services will be made available at hours convenient to:

1. (1) occupants of property to be acquired;
2. (2) occupants of property immediately adjacent to the property acquired who will suffer substantial economic injury because of the acquisition; and
3. (3) those who move from real property used for a dwelling or who move their personal property because of the acquisition of real property used for a business or farm.
