A relocation advisory service office will be established so as to be reasonably convenient to individuals affected by right-of-way acquisitions. Relocation services will be made available at hours convenient to:

1. (1) all persons occupying property to be acquired;
2. (2) all persons occupying property immediately adjacent to the real property acquired when it is determined that such persons will be caused substantial economic injury because of the acquisition; and
3. (3) all persons who, because of the acquisition of real property used for a business or farm, move from other real property used for a dwelling or move their personal property from such other real property.
