The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Commission--The Texas Transportation Commission.
2. (2) Department--The Texas Department of Transportation.
3. (3) Displacee--A person lawfully present in the United States who, as a result of the acquisition of property for highway right of way purposes, is required to move from a dwelling, business, or farm.
4. (4) District engineer--The chief administrative officer in charge of a district of the department, or the designee.
5. (5) Executive director--The chief executive officer of the Texas Department of Transportation.
6. (6) Relocation Review Committee--An administrative committee whose members are appointed by the executive director and include the deputy executive director (chair) and at least two other department employees who are not directly involved with the relocation assistance program.
