This subchapter describes the procedures to be followed in a contested case. The procedures in this subchapter may be used only if a statute provides that the matter may be the subject of a contested case hearing under the Administrative Procedure Act (Government Code, Chapter 2001) or a department rule expressly provides for a hearing under this subchapter.
