- (a) The Developmental Disabilities Council staff solicits requests for proposals for grants from the community at large in accordance with the goals, objectives, and priorities contained in the state plan.
- (b) Requests for proposals are published in the Texas Register and state agency publications, and sent to providers and consumer groups identified as serving or interested in serving individuals with developmental disabilities.
- (c) Each applicant for a grant receives an information packet containing the terms and conditions of the grant. The completed application is submitted to the Developmental Disabilities Council office in accordance with instructions in the information packet.
- (d) Each grant application which passes an initial technical review is reviewed by a review panel in a competitive process. After all grant applications are reviewed, those receiving the highest ratings are sent to the executive director for approval. All awards are also reviewed and approved by the Commissioner or designee to assure compliance with applicable rules and regulations.
