Any bond executed as a condition for holding office as a public weigher shall be:

1. (1) signed by a bonding agent licensed by the State Board of Insurance to do business in Texas;
2. (2) completed on a form prescribed by the department. The bond form may be obtained from the department; and
3. (3) in the amount of $10,000 payable to the State of Texas and filed with the department.
