The department adopts by reference the rules of the Comptroller of Public Accounts in 34 Texas Administrative Code Part 1, Chapter 20, Subchapter B, concerning Historically Underutilized Business Program. Copies of the Comptroller of Public Accounts' rules are filed at the department, located at the Stephen F. Austin State Office Building, 1700 North Congress Avenue, Austin, Texas.
