The department adopts by reference the rules of the Texas Building and Procurement Commission in 1 Texas Administrative Code §§111.11-111.238, concerning Historically Underutilized Business Certification Program. Copies of the Texas Building and Procurement Commission rules are filed at the department, located at the Stephen F. Austin State Office Building, 1700 North Congress Avenue, Austin, Texas.
