1. (a) The chairman or presiding officer shall have the authority to sign written orders showing actions taken by the Commissioner's at public meetings if he or she did not vote against the action. In the event that the chairman or presiding officer votes against the action taken, then a commissioner who has voted with the majority shall sign the order on behalf of the Commission.
2. (b) The effective date of this section is 30 days from date of final publication.
