1. (a) Unless otherwise provided, information and arguments in support of an offender shall be in writing.
2. (b) Unless otherwise provided, all information and arguments in support of an offender's release shall be submitted to the Review and Release Processing Section-TDCJ, Austin, Texas.
3. (c) In the event that an offender's case is in the review period, copies of all information and arguments in support of an offender's release may be submitted to members of the parole panel designated to consider the case. For this purpose, review period shall mean a period greater than two months but less than six months prior to the month of the next scheduled review.
