1. (a) Unless otherwise provided, information and arguments for and on behalf of an inmate shall be in writing.
2. (b) Unless otherwise provided, all information and arguments for and on behalf of an inmate shall be submitted to the Review and Release Processing Section-TDCJ, Austin, Texas.
3. (c) In the event that an inmate's case is in the review period, copies of all information and arguments for and on behalf of an inmate may be submitted to members of the panel designated to consider the case. For this purpose, review period shall mean a period greater than two months but less than six months prior to the scheduled review date.
