- (a) Investigations will be conducted by members of the criminal law enforcement division when adequate probable cause exists that a crime has been, is being, or is about to be committed in order to ascertain the facts, to arrest anyone whom they have reason to believe committed a crime, or to take action to prevent a crime from being committed; provided, however, that officers of the criminal law enforcement division conducting investigations shall be primarily concerned with investigations within their specialty field except in emergency situations or when instructed to participate in special investigations by their supervisors.
- (b) No investigation of any public official will be conducted without prior authorization of the director.
