1. (a) A certificate of registration is valid for one year, unless and until the department implements a two-year period of validity.
2. (b) A modification to, or an early renewal of a certificate of registration, does not affect the date of expiration.
3. (c) An expired registration provides the registrant with no authority to manufacture, distribute, prescribe, possess, analyze, dispense, or conduct research with a controlled substance.
