The parties to a contested case may engage in any type of discovery authorized by the Texas Rules of Civil Procedure. The manner and procedure for engaging in such discovery shall be the manner and procedure specified in the Texas Rules of Civil Procedure or the Administrative Procedure Act (Tex. Gov't Code §§2001.001 et seq.), whichever is applicable.
