For the purpose of making purchases with funds appropriated to it, the Teacher Retirement System of Texas (TRS) adopts by reference the rules promulgated by the Texas Building and Procurement Commission regarding historically underutilized businesses set forth in 1 TAC §§111.11-111.28 and the rule promulgated by the Department of Information Resources (DIR) set forth in 1 TAC §201.4.
