For the purpose of making purchases with funds appropriated to it, the Teacher Retirement System of Texas adopts by reference the rules promulgated by the General Services Commission regarding historically underutilized businesses set forth in 1 TAC §§111.11-111.28 (relating to Historically Underutilized Business Program).
