On a matter over which TRS has jurisdiction and authority to grant relief, a party may appeal the final decision of a chief officer or designee by filing a petition for adjudicative hearing with the executive director within 45 days from the date the chief officer's or designee's final administrative decision is mailed. The petition should conform to the requirements of §43.12 of this title (relating to Form of Petitions and Other Pleadings.)
