1. (a) Projects estimated to cost more than $100,000 will normally be solicited by Invitation for Bid.
2. (b) The contractor for projects estimated to cost $100,000 or less may be chosen on a selective basis. This procedure requires that every effort be made to solicit bids from at least three prospective contractors within the area of the work.
3. (c) The department shall make a good faith effort to solicit bids from historically underutilized businesses.
