1. (a) Projects estimated to cost more than $100,000 will normally be solicited by advertising for bids in one edition of at least one newspaper of general circulation in the state, not later than the seventh day before the last day set for the receipt of bids. The department will make a good faith effort to place the ad in the county or adjoining county where the work will be performed.
2. (b) The contractor for projects estimated to cost $100,000 or less may be chosen on a selective basis. This procedure requires that every effort be made to solicit bids from at least three prospective contractors within the area of the work.
3. (c) The department shall make a good faith effort to solicit bids from historically underutilized businesses.
