The board shall meet at least once every other month on a day and a place within the state selected by it subject to recesses at the discretion of the board. The chair or two board members may call a special meeting at any time by giving notice to the other members and other parties required by law to be notified of the meeting. All meetings are subject to the Texas Open Meetings Act, Government Code, Chapter 551. The chair or in the chair's absence, the vice-chair, shall preside at all meetings of the board.
