1. (a) Each insurance carrier shall designate a person in Austin, Travis County, as its representative to the commission, to act as agent for receiving notice from the commission.
2. (b) The designation required by this section shall be in writing, delivered to the commission at its Austin office, and contain the representative's name, address, and telephone number.
3. (c) Any notice from the commission, sent to the designated representative's Austin address, is notice from the commission to the insurance carrier.
4. (d) A person designated under this rule continues as agent for the insurance carrier until 30 days after the commission receives notice that the insurance carrier designates another representative.
5. (e) An insurance carrier that fails to comply with this rule may be assessed an administrative penalty not to exceed $1,000 for each day of noncompliance.
