25 Tex. Admin. Code § 475.2
Special meetings may be called from time to time by the chair, the secretary-treasurer, the executive committee, or upon written request of representatives of four member institutions. In such situations, the secretary-treasurer shall set a time and a place for such a special meeting and shall give each member of the board 10 days written notice. Special meetings may be held by conference call, if authorized by the Open Meetings Act.
