Special meetings may be called from time to time by the chairman, the executive secretary, the executive committee, or upon the written request of representatives of four member institutions. In such situations, the executive secretary shall set a time and a place for such a special meeting and shall give each member of the board 10 days written notice. Special meetings may be held by mail ballot or conference call.
