The following words and terms, when used in this chapter, shall have the following meanings, unless the context clearly indicates otherwise:

1. (1) APA--Administrative Procedure Act, Government Code, Chapter 2001.
2. (2) Board--The Texas Board of Chiropractic Examiners.
3. (3) Person--An individual, partnership, corporation, association, governmental subdivision, or public or private organization that is not a state agency.

4. (4) Rule--A statement by the Texas Board of Chiropractic Examiners of general applicability that:

   1. (A) implements, interprets or prescribes law or policy; or describes the procedure or practice requirements of the Board;
   2. (B) includes the amendment or repeal of a prior rule; and
   3. (C) does not include a statement regarding only the internal management or organization of the Board and not affecting private rights or procedures.
