1. (a) A person whose certificate has been revoked because of a criminal conviction may not request a reinstatement prior to having provided the board with sufficient evidence of the following:

   1. (1) successful completion of all obligations to the criminal justice system; and
   2. (2) no criminal convictions, within a two-year period, beginning from the date the terms set forth in paragraph (1) of this subsection were satisfied.
2. (b) All requests for reinstatement must be in writing to the board.
3. (c) Reinstatement will be at the sole discretion of the board.
