- (a) When the petition has been certified, it shall be presented by the appropriate authorities to the Commissioner who shall then present it to the Board.
- (b) After the petition and any additional documentation or information are presented to the Commissioner, a minimum of 45 days must elapse between the date on which the petition and supporting documents are received by the Commissioner and the quarterly meeting of the Board when the Board will consider the petition.
