13 Tex. Admin. Code § 9.2
A statewide program of library service for Texas residents who are blind, reading disabled, or physically handicapped is operated and administered by the Texas State Library, Talking Book Program for the Blind and Physically Handicapped. The National Library Service for the Blind and Physically Handicapped provides the Texas State Library with books in digital audio and Braille formats under regulations established by the Library of Congress. The National Library Service also provides the Texas State Library with playback equipment for reading materials in audio format. Postage for mailing materials and equipment to and from users is paid by the U.S. Government under the special provisions for "free matter for the blind and other physically handicapped persons."
