1. (a) The purpose of this subchapter is to provide guidance regarding the requirements of the Americans with Disabilities Act, §504 of the 1973 Rehabilitation Act and the Fair Housing Act by all recipients of awards from the Texas Department of Housing and Community Affairs ("the Department") including but not limited to:

   1. (1) Community Services Block Grant (CSBG);
   2. (2) Low Income Home Energy Assistance Program (LIHEAP) (including the two (2) programs utilizing this funding source: the LIHEAP Weatherization Assistance Program (LIHEAP WAP) and the Comprehensive Energy Assistance Program (CEAP));
   3. (3) Emergency Solutions Grant (ESG);
   4. (4) State Housing Trust Fund (SHTF);
   5. (5) Low Income Housing Tax Credit (LIHTC);
   6. (6) Multifamily Bond Programs (Bond);
   7. (7) National Housing Trust Fund (NHTF);
   8. (8) Neighborhood Stabilization Program (NSP);
   9. (9) HOME;
   10. (10) TCAP;
   11. (11) TCAP- Returned Funds (TCAP RF);
   12. (12) Section 8;
   13. (13) Department of Energy Weatherization Assistance Program (DOE WAP); and
   14. (14) Homeless Housing and Services Program (HHSP).
2. (b) Unless otherwise indicated in the funding announcement, this subchapter does not apply to contracts for the procurement of goods or services by the Department.
