1. (a) The purpose of this subchapter is to provide guidance regarding the requirements of §504 of the 1973 Rehabilitation Act and the Fair Housing Act by all recipients of awards from the Texas Department of Housing and Community Affairs ("the Department") including but not limited to:

   1. (1) Community Services Block Grant (CSBG);
   2. (2) Low Income Home Energy Assistance Program (LIHEAP) (including the two (2) programs utilizing this funding source: the LIHEAP Weatherization Assistance Program (LIHEAP WAP) and the Comprehensive Energy Assistance Program (CEAP));
   3. (3) Emergency Solutions Grant (ESG);
   4. (4) Housing Trust Fund (HTF);
   5. (5) Low Income Housing Tax Credit (LIHTC);
   6. (6) Multifamily Bond Programs;
   7. (7) Neighborhood Stabilization Program (NSP);
   8. (8) HOME;
   9. (9) Section 8;
   10. (10) Department of Energy Weatherization Assistance Program (DOE WAP); and
   11. (11) Homeless Housing and Services Program (HHSP).
2. (b) Unless otherwise indicated in the funding announcement, this subchapter does not apply to contracts for the procurement of goods or services by the Department.
